I have had a network problem, my router is at least 5 feet away from the device and I have a very weak signal compared to what it should be, I have tried re-installing the driver, updating it, restarting the router/modem and I have tried connecting to a shared data network and the cell phone is literally on top of the device and only had the dot and dash.

Unfortunately, you have the latest driver installed.
If you want, you could upgrade the card to this model which is dual band AC, and has W11 driver support;
Realtek RTL8821CE 802.11 ac 1x1 Wi-Fi + Bluetooth 4.2 Combo Adapter (MU-MIMO supported) HP part # L17365-005.
The card has a maximum throughput of 433 MBPS on the 5.0 GHz Wi-Fi band with an AC router and an excellent signal.
