Hi:

 

In simple language there is some kind of issue (hardware or software) that is causing your notebook's RTL8852AE 802.11ax PCIe Wireless Network Adapter from starting.

The only suggestion I can offer would be to update the Wi-Fi driver to the latest version HP has for that model Wi-Fi adapter:
