And go to the Control  Panel (WinKey+R, control, Enter) and select Network and Sharing Center -> Internet options  and check some settings:

 

In the Security tab,  click the Reset all zones to default level, the Protected mode should work if left ticked but you may try that as well.

 

In the Content tab, hit the Clear SSL state

 

In the Connections

 the VPN list should be empty unless you have set up one, in the LAN settings nothing should be ticked (if your network does not need a web proxy, home network usually don't, some workplace & school networks do because of filtering)

 

 

In the Advanced, hit Reset IE settings

So, to reiterate my last message, I don't know your network environment. If there is compulsory content filtering etc, you may have to tick the 'Automatically detect proxy settings' or maybe even find out the info you need to enter manually.

 

But since it worked after the reinstallation,  one would suspect the auto-detection should work.

 

Also, was something changed before this issue first appeared or is it yet another thing to star after an update.

Hi @jorkki Thank you so much for the much needed help...... Guess what i got my problem resolved After trying steps suggested by you it finally ended with a proxy virus( 127.0.0.1:8080)...... Just installe an antimalware program and it's working fine..... Thank you so much....

You should select your message as the solution so that other people in similar situation may also consider the possibility of malware as the source of theit problem.
