If the adapter configuration looks right when you go to Settings -- Network & internet --Advanced network settings --

WIFI (expand v) -- view additional properties: (addresses for most home routers)

IPv4 address:  192.168.1.xxx

       default gateway: 192.168.1.1

       DNS server:  192.168.1.1

Open a cmd prompt window and run:

> ipconfig

the subnet mask should be 255.255.255.0

Then try to ping the router:

> ping 192.168.1.1

If that is successful then I would think that the issue is beyond the router, perhaps the ISP. If the ping fails then ping the loopback address.

> ping 127.0.0.1

If that fails it could mean the TCP/IP software is not working. Then try resetting TCP/IP. You need to open a cmd as the administrator to do that: Start -- Search "cmd" then select run as administrator. Run:

> netsh int ip reset

and then restart the laptop.
