I will delete my win 11 and get win 10 then i will get drivers linked on this website.

latest intel dynamic thermal framework platform doesnt support windows 11 and has errors on install but I dont think i had this issue when i updated from win 10 as opposed to just a fresh win 11 download, but i don't think this driver is at fault.

CPU throttles as reported by throttlestop regardless of power settings, thermal throttling disabled speedstep etc.

the HP driver page doesn't support windows 11 but i assume upgrading to win11 from 10 is supported and best practice.

I have played with my BIOS settings a lot but don't think there is anything that could throttle me apart from virtualisation which is required for most games.

I have re set my heat sink around 40 times since it was cheaper for me to lube my fan than replace it whenever it makes a bad noise although i will have to buy my 5th one ASAP.

P.S I beleive I am entitled to a replacement battery as mine bloated 2-4 years ago but i thought it was normal and my fault for leaving it plugged in constantly, I tried to use the HP support program to claim a new battery but it doesn't list my laptop model as a frequent problem model, so I beleive I should just be sent one regardless and please don't make me blooming make phone calls or install anything else to "download a battery".

I think i should try reset windows but instead of to 11 i should try 10, update all the drivers on this page and then do the windows 10 integrated update to 11 as i think that might fix it.

 

second edit: In the first edit below i had an extraction error but i changed the location to my root drive at it worked except the error was "not supported on this version of OS 10.0.22631"

Reset my laptop and drives (requiring intel RST driver install which resulted in an intel program on my OS that i didnt recognise before the reset.) multiple times trying different driver combinations, throttlestop reports usually max of 15 watts at best but before hand it would even rarely go 40-50 watts i think i even saw once.

 

The OEM driver support page doesnt list any OS other than win 10 and the video for what to do in other cases is broken, doeasnt load.

 

It lags watching steam game video web trailers, booting is usually fine given there are no updates which is why i have taken so long to reach out.

 

It may have happened with a bios update or If i configured a setting wrong as i did mess around with a lot but intel TPM doesnt seem to support this laptop which was my last idea i tried a year ago before i gave up and stopped using this device besides for web browsing.

 

Also i will be buying my 5th cooling fan asap as this one had just failed too.  maybe my issue is i reset the laptop heat sink so many times that it need fresh thermal paste I have reset the heatsink 50 times since i would just add lube to the fan when i didnt have the money for a replacement)

After further reading, it turns out Win 11 was never supported by HP. I think the performance gains are negligible anyway but unfortunately some dispute this.
