I am not able to send or reply to emails. I am receiving them fine. My internet provider (windstream) says all my settings are correct with them. They say it is an hp problem? Any ideas?

The Internet Service Provider (Windstream) only cares whether you can connect to their service and get out onto the Internet. Whether or not you can send / receive email is not their concern.
Blaming the brand of computer is an almost universal "go to" position. Common, in other words.
In the case of sending / receiving email, blaming the computer itself generally a useless assumption.
Could be "Windows" is doing something odd - might even be your Security Software barging in where it is not needed - - but the computer itself is not likely at fault.
That said,
The email provider you are using definitely makes a difference.
For example, AT&T setup is different from setting up and using **bleep**.
Whether you are using an installed email software (client) or accessing your mail through a web browser might make a difference (though most web browsers don't care how you access your email).
You need to check your actual email provider / setup.
For Example, If you have a **bleep** account that doesn't work, log into the account and check the settings.
If you have email software installed on the computer,
For example, Outlook or Thunderbird
Check the settings for your IMAP
Check whether your Windows Operating System for the Default Email program.
