i got second handed laptop and since i cant connect any bt device to it

If there is no Bluetooth device manager category showing up in the Windows device manager, go into the BIOS (F10) setup menu, find the Bluetooth setting.  If it is enabled, change the setting to disabled.

 

Restart the PC go back into the BIOS and enable the Bluetooth setting again and see if the BT shows up in Windows afterward.
