I see from your post that you're having issues connecting android device using USB connection. No worries, I'll be glad to assist you.
Is this the first time you are connecting the device to the desktop PC? If not, were you able to connect the device successfully in the earlier attempts?
This issue could be caused due to some incorrect settings or due to a corrupt or incompatible USB driver. I would suggest you to try these steps and check if that helps:
First, I would suggest you to connect the device in other USB ports to rule out the USB ports from the possible reasons for the issue. Make sure that you have unlocked the tab (if you have set up a lock password) for full access. If face the same issue in all USB ports, then I would suggest you to try connecting other USB devices like a thumb drive and check if you are able to access it from the File Explorer.
I would suggest you to check the device status in the Device manager to check if there is any error messages that could help us identify the cause of this issue. Connect the tablet to the computer and then follow these steps:
a) Press Windows key + X, select Device manager.
b) Expand the “Portable devices” section to locate the device.
c) Check if there is a yellow exclamation mark or a red cross mark over it.
d) Right click on device and select properties.
e) In the General tab, check the device status.
If the above steps didn’t help, then I would suggest you to install the latest USB driver using HP Support Assistant.

HPSA will automatically search for all the latest drivers for your Notebook

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.
Also ensure Windows is up to date.
Select the Start button, and then go to Settings > Update & security > Windows Update , and select Check for updates. If Windows Update says your device is up to date, you have all the updates that are currently available.
