Maybe there are other drivers / updates to consider, I didn't really engage brain until a few moments ago.

I think it is time to end this.
Did you even try the button Software?
Is a WiFi even present on your computer?

Mine is, neither your blueTooth or WiFi seem to show, so is it a BIOS problem?
Without positive moves on your side, "the fn +f12 do nothing either mine or my parents laptop..still no solution" is not moving us forwards.
I cannot think of anything new.

Is your mom's computer the exact same model of HP computer?
What version of the BIOS is/was running on your computer?
What version of the BIOS is running on your mom's computer?
Try using 'FN' together with 'F12' on her computer, to see if that disables/enable the WiFi on her computer.
Is there an available BIOS update for her computer?
