Hi! Welcome To The HP Support Forums I’ Am 1029rjmemvy17t It Is A Great Place For Information/Help And I Will Be Happy To Help You!
Okay first off yes windows will use and reserve some memory for hardware and software so if you have 4GB that is about right.
so we need to find what is worng
when did this problem start?
like did it start after a BIOS update?
if it did start after a BIOS update try recover the BIOS
Good Luck!

Before then i updated my bios to the latest version when i had 4 GB before upgrading since it was a recommendation from the manual to update before performing hardware upgrades. One major issue i noticed that my dedicated VRAM for the graphics card reduced to 256 MB before it was 512 MB when I had the computer.
The problem started immediately after upgrading the memory to 8 GB since it has only one memory slot. During booting the computer start up is very fast but from there within windows environment i use the 3.71 GB only.
I tried the BIOS restore still no luck in fixing the issue.
I don't know if its possible to do a BIOS downgrade or i have to wait for new BIOS update which will be compatible with windows 10 to fix the problem.

What is the model number of your PC?
So i can see if there might be a problem with the computability with the new RAM because the PC might only support 4GB do to only haven one memory slot
So with the Model Number for the PC I will be able to see

Okay i can not find anywhere how much it supports
all it says
8GB DDR3L-1333MHz
so if this is the RAM you installed then it should work
If it is 8GB DDR3L-1600MHz then it will not work
you can install a older BIOS Update
Just install the folder to the desktop when installing
not into SWSetup Folder on the HDD
Here is the link to the HP Support & Downloads.com File BIOS Update F.15
http://ftp.hp.com/pub/softpaq/sp66501-67000/sp66764.exe

For the BIOS i have two options:
Update is greyed out (showing this BIOS is not compatible with this machine)
Creating a bootable USB Drive for the BIOS
Copy the BIOS files to the computer (advance users)
So i should select the third option or there's work around using the HP firmware management tool for BIOS rollback to the previous version

Hi!
Well no i want you to do this unless you just did
Download the BIOS to your PC And Double Click on it
While installation select the desktop as the Install Location
then select create a repair flash drive
that way if something went wrong you will be able to fix it
then select update bios

I have followed the steps and created the Recovery USB flash drive.
The only way i can downgrade to the F.15 version is booting with the recovery USB to install the previous version since i can't update within windows since the Update option is not available.
Here's the screenshot
