How about when the battery is removed and you have the power adapter powering the notebook.
With that configuration, can you boot into Windows without the BIOS hanging?

It is more likely that the BIOS rom file is corrupt. Sometimes a hard disk with a controller problem can cause something similar to this. Can you remove the hard disk and then start it up with only the power adapter conected?
