The issue could be due to hardware or software problem... but since the hardware diagnostics passed, this is a good news. You know the hardware functions correctly.

 

You will probably need to use recovery media to complete the process because if you ran the HP Recovery from the internal partition, it might have been corrupted. In order to provide you with specific steps, please

 

- provide your full HP computer model and product number > http://support.hp.com/us-en/document/c00033108

 

- the operating system you use now and want to use - was it ever upgraded to Win 10 ?

 

- did you use external recovery media now (DVDs or USB drive) or you started the process from the internal HDD partitions ?
