The system asked if I wanted to backup data and I did that on a usb drive. I have reloaded all my programs that I was using back on the computer. Now how do I restore my data?

This is very unusual, I don't know why there is no exe file.
The files should be with WIM extensions, a.k.a. .WIM ? Am I correct ? Are they ?
If they are, you should be able to use the free app 7-zip to open WIM files
Download from http://7-zip.org/
Make sure you select the correct version based on your Windows - either 32-bit or 64-bit Windows (if you select the wrong one, 7-zip may not support all functions).
When 7-zip has been installed, right click the WIM files and extact them using 7-zip . Do this for all WIM files in their own folders and browse the WIM files. You should be able to see your files somewhere in the WIM files when extracted.

I found recovery and ran that and it said it restored my files to my computer. I now have two shortcuts --FBData and System Recovery. Now I need to know how to restore these files so that I can open them. I have data that I need to access. Please help.

Didn't the 7-zip workaround work ? Please, update on this. Can you take a few screenshots and post them back here

Try to see if 7-zip will work.
If it doesn't help, check these instrusctions and videos to merge the SWM files and then open the merged WIM files with 7-zip
