Are you restoring from the recovery partition (F11) or from media (DVD or thumb drive)?

HP Recommended
From recovery partition

Did you ever upgrade to Windows 10? Often, that will corrupt the recovery partition such that it becomes unuseable.

HP Recommended
Yes
I upgrade it to windows 10
I couldn't recover it
So I tried to recover it from the original

Yeah the original Windows 7 recovery is borked after you upgrade to 10. You would have to find the Windows 7 recovery media or an OEM copy of your version of Windows 7 (not easy). Your best bet is to reinstall Windows 10. You can download from Microsoft Media Creation Tool. No Key Code needed it just activates. If Windows 10 restore also fails we need to start checking to see if you maybe have a hardware problem: bad RAM or HDD.
