Hi,
My HP Notebook Envy 15 (Prod/n P1R36EA#UUW) also having problem with the fingerprint sensor
after installing Windows 10 Creators Update. Sensor broken if screensaver or WIN+L used.
The sensor is working again for next login after a normal key-password login and logout.
Newest released software in use (HP.com Support):
Envy 15 BIOS F.36 Rev. A
HP Simple Pass 8.01.62
Validity Sensors (WBF) (PID=0050) 4.5.327

But unfortunately, I already tried after removing the HP Simple Pass.
And I also registed fingerprint again after clearing all fingerprint data, but the problem was not resolved.
In your case, the fingerprint really work on the Lock screen after 'Win + L ' with Creators Updates?

Sadly, your symptoms look like my case.
Finally, I removed the Creators Update using rollback to the previous version of Window 10.
Because I can not feel the goodness of Creators Update
Current version of my Windows 10 is 1607 (OS Build 14393.1066).
After rollback, as expected the Fingerprint worked just as well on 'Win + L' lock screen !
Perhaps this means that there is a problem with the 'Creators Update' and current fingerprint sensor's driver.

Similar thing here. After locking my screen (windows+L) there is no login prompt. Mouse is working, ctrl+alt+del doesn't prompt a login screen.
I don't think I have Windows Creator. Just the latest updates:

I haven't tried to remove any drivers yet.

You have the Creators Update installed.

(The Creators Update is also installed from Windows Update)
However, the symptoms are a little different from me.
In my case, only the fingerprint did not work on the lock screen, and the others were well.

Thanks, for that info.
Somehow magic happened. I removed the device (option remove device, not just delete drivers). Then somehow after a couple of days the device drivers seemed to have installed themselfes. All is working fine now.
