Hello again!
The software framework itself isn't an application, per say. It is just like a "backbone" for other HP applications to use (think like Java or Flash). So, you won't find it as an icon or mentioned anywhere except the "add/remove applications" section of your control panel.
I believe this document should cover your question about HP Support Assistant.

Hello again!
Is the fact that the screenshot you posted is different from the pictures in the document that is confusing? The document uses screenshots from an older version of Support Assistant (the version you posted is very new, maybe only a few weeks old).
What happens when you navigate to the Updates and Tune-ups section? Once you navigate to this section there should be another button that says "check for updates." Does it still tell you no updates are available? If so, could you verify that you've added the application to your firewall's allowed list?

Hello!
I forget to update the thread, just to let you know that i got everything working. Now my friend's hp is working as it should.
Hp support assistant was of no help for me. It was just showing me a sign of " no updates available".The funny thing here is that after fresh install of windows i was able to install the same drivers ( Some i got from HP website itself and some from other sources) that i was unable to install before. Anyway thanks alot zaq for yo help.
