Hi,
It could be a Fan problem. when you turn it ON due to see any fan related errors or do you hear the fan spinning..

I remove the battery because it failed in the start-up test.
When I turn on the laptop the fan starts, 1light in the keyboard (probably from the motherboard) flashes, the wireless light comes on, the HP logo shows up and then laptop shuts off.
When the HP logo comes on I press esc several times and it brings me to the startup menu.
Run all the diagnostics and the only 2 errors I got are : the battery and pci device check failure on start-up test.
pci device check failure on start-up test, I have no idea what it means, no errors in log except battery.
The other thing is that I have a laptop cooler in usb port. The laptop is connected to a surge protector. When I turn on the surge protector the cooler fan and light work. After I power on laptop and it shuts off after 5 seconds, the cooler also shuts off. Looked everywhere on net but no solution. Laptop is out of warranty no help from HP.

You said 1 light in the Caps Lock... Is that right?
PCI device failure could be related to wlan or video card or something related to the motherboard only..Different blinks indicate different failures..Check the chart in the link below and check if it matches with any of the blink codes.
You can try loading BIOS to default once and check again...here is the link for BIOS menu options..it also has the PCI configuration menu..

The wireless doesn't blink it's just orange light.
yes it's the Caps. When I press the power button it blinks once then there is pause (couple of seconds) then it blinks 1 more time.
Is that considered 1 blink or 2 blinks.If it's 2 than bios problem, 1 cpu problem.
I loaded the bios default setting but didn't solve the problems.
The problem is intermittent because sometimes it works other times it doesn't.
Ater it works if I shut it down and I unplug the power cord, then I plug it back in and power up the problem comes back (shuts after 5 seconds).
Is there a cmos battery on the motherboard like the desktops ?

Hi,
Yes there is a CMOS battery like desktops. Unfortunately it is a single blink which usually indicates CPU. As you said it works intermittently so i would recommend to immediately backup all your data next time it turns ON.

I run a diagnostic program that checks memory, hard drives, motherboard and cpu and everything works fine. No problems on either cpu or motherboard. Not sure it's the cpu. The heatsink fan works well.
Removing the rct battery is more complicated but if the rct battery was dead the system date would be wrong.
I'll do a backup but still not sure what the problem is.

Yes..sometimes it becomes difficult to determine the real cause of the problem.
Just try reseating the memory modules in the notebook. Try one memory at a time and check. Sometimes reseating hard drive also helps..

That's the first thing I did reseating memory and hard drive. Didn't help.
What I find weird is that when I did the start-up test I get an error on the battery.
With this code RTX2KR-00063G-XD003G-C0D603, tells me to replace battery.
The battery is charged at 100%.
Kind of wonder about these tests.

I am having the exact same problem. Suspected recent windows update,rolled back but no success.
My battery is at the end of life (drains in 10-15 minutes) but I would not expect this issue to be battery related when the laptop is on AC power.
Please share if you've been able to solve you issue...
