Uninstall the bluetooth driver. The problem is due to the older version of bluetooth driver.
If you are using the Ralink Bluetooth driver. then download latest driver from
http://download-software-notebook.blogspot.in/2013/10/ralink-ivt-bluetooth-stack-drivers.html
Hope the problem gets resolved

I have also found a solution that worked for me. I simply went into the pc settings app and then turned on bluetooth (as it was off even before I updated to windows 8.1) then I pressed the airplane mode switch and the light turned red. To check if it would work with bluetooth off again i then turned the wifi on again using the switch (which made the light blue again) and then turned bluetooth off using the settings app. I then again pressed the wifi switch and it turned red like usual :).
I hope this solution works for others as well.

I had updated Windows 8 to the slightly less annoying 8.1 when I noticed the wifi LED was staying on.
Initially I disabled the bluetooth adapter
Control Panel> Device Manager>Bluetooth Adapter> Device Driver>Disable
Then I decided to follow the link and install a better driver, just in case I ever wanted to use it.
Link worked a treat for my HP Pavillion Model-B052ea. No more white led with wifi off.
Shouldn't HP be incorporating this revised driver in their updates?

After much searching online the solution for me was to reset the BIOS by:
- Shutting down the notebook by pressing and holding down the power button
- Hold down the Windows key, the B key, and then press all three for about 3 seconds and let go.
- When the notbook powers back up, the BIOS recovery process will run.
- Run the BIOS recovery process and all will work as it ought to.
The HP support folks didn't know much. They wanted me to ship my notebook back for repair.
