The process to replace the Hard Drive is detailed starting on Page 48 of your Maintenance & Service Guide.
Once done, simply use your Recovery DVDs to reinstall the Operating System on the new drive.

You say, "From the symtoms you describe and the fact that the drive failed both the short and long bios test, you can be fairly certain that this is the problem." The user did not say that the drive failed the short and long test, as you say he said. He said that the drive passed both tests.
I have the same issue where the 03F1 error message is only displayed after restart with no keys pressed during restart. The problem has appeared twice after major Windows 7 updates. The first time it happened, I did the extensive Norton 360 Security scan and the problem went away until the next major Windows 7 Ultimate update.
