Hi. I'm not sure why the EFI Shell isn't built-in with most HP PCs. I tested the file on my HP 2000-2b20nr and HP 250 G5 both with UEFI support (no built-in EFI Shell) and it does work. You need a FAT32 USB so that you could boot from it (also turn off "secure boot" or else it will give an "authenticate error").
