Product: HP ENVY 15Z J100 CTO
I purchased a new hard drive, for my laptop that crashed and need to recover. I bought it in 2014. It saud the system memory passed but hard drive failed.
I just don't know how to recover it with the new hard drive.

Hi,
Yours is a CTO machine.
Which operating system came pre installed in this laptop?
You can do factory reset by booting from Recovery USB/DVD that you should've created after setting up this laptop first time.
If you have not created one, you have to order one from HP in your region.

If this laptop came with Windows 8/8.1 or 10 you can do a Clean install alternatively.
Windows will get activated automatically after installation, while you are connected to internet. NM

I did not create a recovery disc.
I believe this came as Windows 8 directly from HP.
Are you saying, that it's possible to do a "clean install alternatively," and not have to order a recovery cd?

Yes, you've to order Recovery USB from HP with a charge or you can do clean install of Windows 8.1 in this laptop if it came with Windows 8/8.1.
Follow the instructions for 8.1 linked above.
Create a UEFI bootable USB by following Option 1, using Microsoft windows media creation tool.

Boot device not found
Please install an operating system on your hard disk Hard disk (3FO)
F2 System Diagnostics

Make sure the new HDD is prepared to be GPT partition using command prompt DISKPART tool:
Go through second part in this sticky thread by erico - DISKPART command prompt section -->

Just check these:
1. You've to download the exact same version of Windows that came with laptop. Eg. Mine came with Windows 8.1 Single Language 64 bit.
2. After ISO download finishes, create UEFI USB as mentioned in the tutorial.

3. Then plug in this USB in your laptop for clean install:
