You can make bootable USB from another PC.

Then boot from USB in your Stream. Plug in BOOTABLE USB, power on Stream. Tap f9 key as soon as you power on to change boot order to USB, then save continue.

If recovery USB is giving out error, HP internals has suggested is volunteers to advice customers to directly contact HP technical support pointing out that you purchased recovery USB just recently and get the matter escalated.

Yours is 32gb eMMC storage. So I have to believe it is not testable, since it is flash based memory. Or may be Memory Storage is the one.

OK please try clean install of Windows.
