That was originally a Windows 10 Home 64 bit machine so you do not even have to go to HP for a recovery disk. You can download Windows 10 direct from Microsoft at the Media Creation Tool website:
https://www.microsoft.com/en-us/software-download/windows10
You need another computer with an internet connection and an 8 gig thumb drive and allow the Microsoft app to make a recovery disk and you can use that on the Stream. Drivers will be available here:
Just boot the Stream up with the finished usb recovery disk in the port and tap esc and F9 to boot from the usb stick and follow prompts.

We try not to assume that. If the OP has trouble with it let him/her say so and we will try something else. The Solution is not always in the first post but you have to give some direction rather than just assume the OP is helpless.
