I am sorry for the issues you experience with your HP computer.
If your PC is with active warranty period, you can contact HP for free in-warranty support.
If you want, we can troubleshoot (or try to troubleshoot it) here in the forum.
When was the last time it worked, what has changed, did you perform any updates (software/hardware) ?
Please, review the HP official article about such issues you experience now. Follow the appropriate steps that fit your case to attempt to fix the issue:

If you did try everything but nothing helped, I am afraid you will need to bring your computer (or ship it) to service - HP Authorized service center. If the computer is still under warranty, you will need to notify HP support first. If you are not sure where such a center is located, please contact HP support for assistance in finding one. I just wanna HP to fix my notebook but the process to lodge a report (if the item under warranty is so difficult). Why make things so difficult? Totally dissappointed. No wonder my friends said do not purchase HP at all! Now i know why. Product not gud at all. Just purchase it but now got problem. Tiring

I am sorry to hear you are disappointed. To me it looks like a software problem, not a hardware problem and the software (operating system) is created by Microsoft (most of the time), not HP. This looks like not HP fault.
We might try to work on this here in the official support forum or if you want you could contact HP representative directly.
The process to contact HP and "lodge a report" is indeed very simple.
You can either :
- call HP via phone > http://www8.hp.com/us/en/contact-hp/ww-phone-assist.html
or
- chat with HP representative > https://support.hp.com/us-en/contact-hp
or
- create a ticket with HP and wait for HP to contact you back > https://support.hp.com/us-en/contact-hp
In certain countries you may even directly ship the product to HP or HP authorized service center.
You can choose the option that best suits you. In my opinion the best would be to begin chatting with HP
