Think I figured mine out. Even though mine wasn't Fn keys, it was Shift keys, I hope this helps in finding out what is the issue.
I have Snagit installed and it adds Shift F9 etc as hotkeys for capture. So it was disabling that combination in my other application. When I exited Snagit, the Shift F8/F9/F10 keys returned to normal in the application that wasn't working.
So my only suggestion for those who are encountering the Fn issue is to see if you have another application open that is using that combination overriding the default...

Same problem. I'm 100% sure it's a problem in software somewhere. I've tried repairing and reinstalling the hot key support. Odly enough, even with the hotkey driver uninstalled, my fn + F6 / F7 still adjusts my volume. Nothing has been spilled on my keyboard and the F8/9/10 keys work fine on their own. I don't know what else to say, but this problem has been nagging at me and I don't have a clue what else to do.

Just did a clean install. Now the brightness works, but the mic toggle doesn't. Not sure if that'll help anyone, but it's one step in the right direction, for me anyway... Best of luck.
Edit: The complete uninstall, reinstall has completely worked for me. I didn't think the mic toggle worked from the get go, but I just fiddled with it and it did work. So, in the off chance this helps, here's what I did:
First: Download the driver software.
Then: Run the installer. If you already have the driver installed, it should present you with two options, "Repair" and "Uninstall." Choose uninstall and upon completion, restart your machine.
Next: Run the installer again, and this time it should prompt you to install the driver. Once it's done, restart again.
After that, your fn + F8/9/10 keys should work again. If not, I'm sorry and I don't know if there is anything I can do to help you. Hope this helped.

i too had this issue, and kinda reading through some of the bs answers, i thought doing a clean install after removing and restarting my laptop would work, then it turns out i didn't have that driver installed in the first place. which i thought was a little weird, but it's working nontheless now.
now it's time to see if anyone has a damned solution to why my start menu won't work, a solution that actually works.
