The HP ENVY 700-230qe is a commercial Notebook so I am going to recommend that you try the sp64209.exe as this is the driver that is indicated for your HP ENVY 700-230qe running MS Windows 8.1 64-bit. To install it just double click and follow the on screen instructions.
You must be logged on as an administrator to install this update.

Hi Dunidar,
I ran sp64209.exe as per your instructions. The installer executed fine (no crash) - but it did nothing to solve the problem. I still have two unknown items under 'Other devices': Bluetooth Controller and PCI Simple Communications Controller.
FYI:
- the Ralink RT3290 802.11bgn Wi-Fi Adapter has been fine from the beginning (driver version 5.0.34.0)
- my machine is a desktop, not a notebook - but I doubt it makes any difference in this case...?

Sorry about the typo this is definitely a Desktop PC and I did link you to the correct driver. I am showing you the driver package page for the HP ENVY 700-230qe CTO Desktop PC - Ralink Bluetooth Adapter Driver. Now you installed this driver but it did not install correctly or the drivers that is works with are not working correctly. So we are going to try the steps below:
Step 1. Go to the HP ENVY 700-230qe CTO Desktop PC Drivers page
Step 2. Now ensure that you see Microsoft Windows 8.1 (64-bit) in the drop-down box and click the "Next" button
Step 3. Scroll down and starting with the Chipset drivers ensure that ALL drivers and software are installed and up to date.
Step 4. Run you Windows Update until ALL updates have been installed.
This should get your ALL your drivers working correctly. If your Bluetooth still does not work after this I would like you to put the factory Bluetooth drivers back by using the HP Recovery Manager. You can do this buy following the HP Support document HP ENVY 700-230qe CTO Desktop PC Drivers. Do not worry that the document is for Windows 8 the steps are the exact same.

I also have a
HP ENVY TouchSmart 15-j003sg Notebook PC
Product Number: D9V73EA#ABD
and have the same problem when installing SP64156.
On my Notebook driver SP63019 (version 9.2.10.24 date 14 August 2013) is working.
The only problems are that I can't stream music from my mobile to the PC and after activating
and than deactivating the airplane mode the connecting to bluetooth devices (e.g. Mouse) are out of order.
The only chance to get reconnection is to delete the BT and install it again.

Once you have the drivers installed again I would try the steps I am outlining below to ensure that your Bluetooth devices are using the up to date driver correctly:
Step 1. Go to device manager
Step 2. Right click on "Bluetooth Peripheral Device" that you want
Step 3. Select "Update Driver Software..."
Step 4. Choose "Browse my computer for driver software"
Step 5. Choose "Let me pick from a list of device drivers on my computer"
Step 6. Select "Ports (COM & LPT)"
Step 7. Select "Microsoft" at "Manufacturer" list
Step 8. Finally select "Standard Serial over Bluetooth link"

Hello Dunidar,
thanks for your answer.
I have problems to anderstand what and why I should do step 1 - 8.
I see 3 "Standard Serial over Bluetooth link" in the device manager and all BT devices are working.
COM 3: ouput mobile phone 'serial Port 1'
COM 5: input
COM 6: input mobile phone
I can up- and download files from PC to mobile phone and my BT mouse is working well.
I have only the following issues.
- I can't stream music from my mobile phone to the PC, (I can do this on my other PC with Win 7)
- After using the airplane mode I have to delete all BT devices and to relink them. Rebooting the PC is not sufficient

I was attempting to ensure that all your bluetooth devices were using the correct drivers and being detected correctly. The only other option that I know since you are using the correct driver for your computer is to load the original drivers that came with your computer. You can do this by using the HP Support document Using Recovery Manager to Restore Software and Drivers (Windows 😎.

Hello Dunidar,
at the moment I'm happy with the installed driver and I know that I had the problem with the airplaine mode
with the original driver too. That was the reason to install an other driver.
All other functions are working well at the moment and therefore I don't want to reinstall the original driver.
