When i start it asks for admin password or power on password. I have neither because recieved this laptop as a gift.
Its running windows 7, the model is Dv7
And the number that shows up is (key: 67000651)

With regards to the BIOS pass-reset you should enter this code >> 78968297 in response to the provided numbers.
Entering this response code will allow you reset the BIOS password/security settings.

If this is the case, you have to ask the perform that gave you the PC as a gift to tell you the account password.

If the computer originally came with Windows preinstalled, you may be able to start the recovery and reinstall Windows from the recovery partition stored on the HDD itself - for free. If this option is not working or something is corrected you will need to purchase Windows license or HP Recovery media.

Let me know if this works.
By the way, whenever you get a computer as gift, it is stronly recommended that you perform recovery/OS reinstallation so that you get a fresh clean copy of the operating system (e.g. Windows) and also for security reasons.... so this is the best solution.

Windows memory diagnostic. is there anyway to perform a hard reset or something?

1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
Do you see this menu? Do you have F11 option called System Recovery.
If you first click Esc, then F11, what opens ?
