That's no help at all

In October my laptop was sent in for other repairs. When it came back it had been reset to its factory state. It's now been 5 months and the Smart Adaptor message hasn't popped up once. That's probably the best solution for every kooky windows or HP software error - reset it to its factory state.

For NightOwl1 I would like to congratulate him on the successful repair of his computer. The reason for his earlier problem with a "Smart Adaptor popup / message" was probably a natural fault in the power connection that has cheated the computer's own test system into believing that the user may needed a power cable with a higher capacity. Tthis physical error has probably been addressed in connection with the service that his HP workshop has done.

I still think that the popup message "HP Smart Adapter" and "HP Support Agent BHK6's" guidance is missing something essential, namely providing information on the popup message may be provoked by errors in the connection between the computer's power jack and the HP Smart Adapter that was shipped upon delivery of your computer.
I myself have had this problem for about a year. I tried to first delete the little message file SMRTADPTR after I had been annoyed by HP Smart Adaptor pop-up message at least 10 times, according to Herbert's solution in message no 1. This small file SMRTADPTR however, was reinstalled at first update and I got several popups after that.
My problem was only resolved when HP sent me a new AC adapter with DC Connector, because I with a magnifier could see that there was a residual surplus rubber in the bottom of the DC-The connector's connection to the computer. HP Support Agent. The new AC adapter with DC Connector solved the problem and I have never seen the "HP Smart Adapter" after I received this sparepart.

Agreed that there is no way to tell if the Message is simply a software glitch or an actual problem with the power supply

People telling us to delete files are assuming it is software. Some people tell us to format the whole computer, which can be an onerous task, only to find the message popping up later

The issue is that there is apparently no way to tell if the computer is getting the current and voltage that it requires to perform properly.

My question to you Aage-DK , "Did you have any indication, other than the error message, that there was a problem?"

DUDE. What's with the atitude. You assume it is a software problem. What if it is a hardware problem? How does one tell the difference?

I found that straightening the pin at the center of the power cord tip resolved the problem for me.
I was having no problem with charging, but the pin was bent off center, and this evidently caused the error message to pop up. No problem since I straightened the pin.
Be sure to unplug the power adapter before attempting the repair, or you may cause a short-circuit, which would not be helpful !
