I'm running Windows 8.1 on my HP Envy dv-7373a laptop and the file location and name of the executable that controls the annoying Smart Adapter message is different than what's mentioned here:
C:\Program Files (x86)\Hewlett-Packard\HP Quick Launch\hpSmartAdapterHelp.exe
Rather than delete the file, I changed the extension to "old" in place of "exe". I also added a ReadMe file created in Notepad explaining what I did and why...just in case 🙂
Also, I encourage anyone having this problem with the adapter message to take the time to read the HP AC Adapter links in the posted reply by Dragon Fur here:

HP has sent me a new adapter because of this problem.
Of course, the problem persists also with the new adapter.
These guys are simply helpless when it comes to fixing whatever actually IS broken, instead of tinkering with the symptoms. Even if you tell them exactly what actually IS broken, they keep tinkering with symptoms instead of fixing.
By the way, this forum's editor is a pita. You can't dictate into it with speech recognition.

I you have tried all options and are sure the popup is message is eroneous, I suggest you delete the popup message.
The path to this message has slightly changed
SMRTADPTR.
Program Files (x86) /HP/HP System event/SmrtAdptr
Please continue the feedback.

As I said, the problem is not the message which I have not seen in a while anyway. The problem is that the Omen regularly believes that it is underpowered (or whatever), and then gets stuck in low power mode at 0,7 GHz.
Then the power adapter must be unplugged at the Omen and re-plugged in order for the Omen to run in full power mode again.
And no, it is not a problem of the adapter, nor of the Omen. I got 2 Omens and three adapters.

I had a power cut and and was running on the installed battery which flattened the battery when i i plugged in the charger i got that really annoying pop up message ,also discovered that the jack plug is not that clever and you have to make sure that the plug is pushed firmly into the equipment for it to charge ,but was still getting the pop up , so i have tried your solution and it seems to have solved the issue , thanks

This worked for me, although it did make me feel like a dullard (but then maybe I am). Either the plug had got dislodged or I didn't replace it properly following a recent hard reset. Either of these possibilities may explain why people are reporting the problem disappeared following a hard reset -- the hard reste resulted in the plug being properly inserted.
