Having the same problem. I updated windows as well as the driver from device manager. No joy yet. Laptop won go into sleep. And when i shutdown the computer screen turns off, but power LEDs stays on.
Is their any official fix for this? please somebody let me know

Just download the older IME driver from Intel and install. Confirm you want to replace your newer driver with the older one and that's it!

So can we confirm that the IME driver has been the cause of this problem then? Does that mean we're safe to update everything else? I've not updated any of my drivers since rolling back to 8.1 and then upgrading again via the media creation tool. But I feel like I probably should. I'm just worried that the sleep / shutdown problem will come back!

I've got everything updated to windows 10 version. Only the IME driver is the win 8.1 version. Everything works fine. It's been two days now, so I'll report here again only if the problem comes back. Strangely windows update won't automatically update the IME driver, even if I did not disable the automatic updates. But it doesn't matter. Hope that I won't have to write something on this thread in the future. Thanks to all who helped!

All my drivers are windows 10 version, except IMEI
