I've questions before following your steps (i've read your steps from the page before, but it's just to make it clear for me)
- Your win 8.1 is fresh installed right? i mean u wipe out your harddrive or one of your partition then install win 8.1?
- What is your harddrive format? GPT or MBR?
- U did install all drivers and updates for win 8.1, but did u install the aplications too? like office, adobe, etc in win 8.1? Or just leave it "virgin" win 8.1 then upgrade it to win 10?
- OK, this is final question regarding ISO thing. U did upgrade with MS Tool Kit right, did u just directly upgrade it from the "upgrade this computer" menu or download the ISO first?
I know u already answered some of these questions, but again it's just to clarify.

Answered according to your numbers above:
1 -- No. A revert back to my previous Win 8.1 installation (pre-installed on my machine when I bought it)
2 -- See #1 -- no formatting.
3 -- Pre-installed 8.1 with all of my own software installed. Upgraded to Win 10. Had the dreaded issue. Reverted. All of my software still in tact. Upgraded again.
4 -- I downloaded the "media creation tool" and simply upgraded from it after it downloaded ("upgrade PC now"). I did not install from a USB or DVD/CD.
I hope that helps. Keep in mind that if you do dump Win 10 into a new partition on the drive you FIRST have to upgrade it and get the PC registered with the Win 10 installation (Win 10 actually takes a snapshot of your computer, hardware, etc and then give it a "fingerprint" when it is activated. Hence, you must upgrade to 10 first regardless. Then, if you desire to blow 10 into a newly formed partition it will install and activate correctly. If you get prompted for a CD Key, click SKIP and then it will continue and activate after the installation is complete.
YOU CANNOT -- I repeat -- CANNOT -- simply format the drive -- install Win 10 into a newly created /formatted partition and then install. If you do that BEFORE ever upgrading to Win 10 you will need a KEY and you will be stuck.
So -- upgrade to 10 regardless in whatever way you want.
Then either create a new partition while there (if you want to dual boot)
Then boot from USB or CD / install into partition or install as one huge partition
Click SKIP when it arrives
Done

Already have the key activated in win 10 from my previous win 8.1
So it's looks like i have to fresh install my win 8.1 because i did the fresh install my win 10 after upgrade it from win 8.1

Re4med, i think my solution only seems to be working on Hp Pavilion 15 models like it has worked for you and other pavilion 15 users.Im 100% now that the problem was caused due to the Windows 10 icon.The window 10 the icon downloaded must have had some issues with it(File Corruption).
GUYS DO TRY THE FOLLOWING BUT IT ONLY SEEMS TO BE WORKING ON PAVILLION 15 LAPTOPS(and some envy laptops as well)! More than 6 people have tried My solution it seemed to have worked for them ( although 1 user is unconvinced )
1.Revert back to Windows 8.1 by clicking the notification icon on the bottom right side of your screen and then navigate to All Settings>Update and Recovery>Recovery and then click go on revert to windows 10.
2.Update BIOS from hp websites Driver section. When you arrive at the driver section Click on Identify Your Machine and then after that !YOU MUST CHANGE OPERATING SYSTEM FROM WINDOWS 10 TO WINDOWS 8.1 THEN DOWNLOAD YOUR BIOS DRIVER!
3.After done with the bios,Download Media Creation Tool From Microsoft website and download X64 bit one.
4.After that execute the media creation tool and it will install fresh Windows 10 on your computer.
5.After you upgraded successfully, check the SLEEP/HIBERNATE/SHUTDOWN options by executing each one of them AFTER 1-2 HOURS.If the laptop sleeps/hibernate/shutdowns than Problem Solved.

The solutions found by Ethan_27 is working for me.
I have pasted his solutions below for reference.
<I have an HP laptop and I was experiencing this problem too, but I found a way to fix it. Basically what was going on was there was a process running that was denying my computer from sleeping. All you need to do is shut down this process. While I can't help you shut down that process, here is how I was able to find it. Go into the command prompt as an admin (shortcut - Windows + X and select Command Prompt (Admin)), and type "powercfg -requests". It should give you something like this:
DISPLAY:
None.
SYSTEM:
None.
AWAYMODE:
None.
EXECUTION:
None.
PERFBOOST:
None.
If it looks like this, I can't help I don't know what your problem is.
If it doesn't say "None." especially under "SYSTEM:", the object(s) under "SYSTEM:" are probably causing the problem.
Personally I had the app Spotify running, and it said this:
SYSTEM:
[DRIVER] Realtek High Definition Audio
An audio stream is currently in use.
I closed Spotify and ran the command "powercfg -requests" again, and the command returned "None.".
While it is not always Spotify and there could be other drivers/processes that cause this problem you might be able to find the problem.
Basically if there is something under the "SYSTEM:", it may be the cause of your problem.>
Remarks: In my opinion, the above steps will help us to identify possible software/driver that had caused the sleep problem after Windows 10 upgrade.
For me, I am using HP Pavalion 14-v058tx. After executing the powercfg -requests command, i noted there was "Intel Update Manager" under the system. Then, I uninstalled the software and restart the PC. Now, my PC can go to sleep mode and I can wake it up properly without require force shut down.
