Hi,
The user guide states that the F11 action key mutes or restores the PC's sound. The led corresponds with the sound being on or off. The led on the F12 key is an indicator of wireless enabled\disabled.

No. the Led on F11 key does not have any link wih sound. while playing sound /music on or off, the led does not light at all.
It lights only with Combination of pressing fn+shift+f11.
Other laptops has a NumLock key on Fn+F11.
What about this?

Hi,
Enter the BIOS and enable the action keys. Exit the BIOS and log into Windows. Once you have done that, then pressing the key Fn key + F11 should mute\unmute the sound.

The tm2 has the action keys enabled by default in BIOS, so pressing F11 by itself should mute the notebook. Amber LED means it is muted and no light means audio should be working (at least it does on my tm2). To activate the actual F1-12 keys, the fn key must be held with them by default. In otherwords, pressing shift +fn + f11 is just like pressing shift + F11 on a standard desktop computer.
I am not aware of a shortcut in Windows that is related to Shift + F11, but it would be a Windows shortcut if one existed.
Review this document from Microsoft which lists all available keyboard shorts cuts for Windows. I looked it over many times to make sure I wasn't missing anything, but I didn't see a keyboard shortcut for Shift + F11 (Shift + Fn + F11 on the tm2 with action keys enabled by default). That's not to say that the combination isn't available for third party programs. For example, Shift + F11 is used in Visual Studio for programming based on this site.
Windows and the HP software the unit came with does not use Shift + F11, so nothing should happen and this is normal. Again, a different program may use the combination from within that specific program.
To answer the question about entering BIOS, this can be done by powering on the tm2 and pressing F10 about once a second. Another way is to power the notebook on and pressing esc about once a second and selecting setup (usually notated with F10) from the menu.

Normally in other laptops at F11 key has a NumLock key.
When it pressed on the following keys turn as Numerical Keypad keys :
jkl = 123
uio = 456
789 = 789
m = 0
and so on.
With this facility numeric data can be typed speedily with three/four fingers.
With this international language characters/ Unicode characters can be typed easily
in MS word or MS wordpad, without installing keyboard drivers.
Suppose you have to type a Hindi Script character 'क'
Just press hold the ALT key and then type the Decimal Code of Devanagari Unicode, i.e. 2325 from Numerial Keypad.
The 'क' will be typed.
Suppose you have to input 'ka' character of Oriya (Odia) Script.
Just press hold the ALT key and then type the Decimal Code of Oriya Unicode, i.e. 2837 from Numerial Keypad. Oriya 'କ' will be typed.
Likewise all the charcters/symbols of world languages can be inputed without installing any additional Languages or their keyboard layouts.
As now HP Notebooks/Laptops does not have any NumLock key and option of virtual NumerialKeypads,
the international characters can not be typed in such simple way.
In the Notebook HP TM2-2102TU, as no NumLock key is available. HP must provide other Software solution to Map any other key as NumLock key and provide option of Numerical Keypad.
Almost all HP laptops and notebooks now coming in market do not have Num-Lock key facility.
This is a great foolishness of HP management, to remove the Num-lock feature.
Thousands of world students, scholars and IT gurus are therefore suggesting people not to purchase HP laptops.
Whereas now Lenevo, sony, Asus, Acer etc. other It giants are providing good facility of Num-lock key and Option+ or Fn+ virtual Numerical Keypad in their small laptops like 12", 11" screen size also.
Unless HP buy-back or repair or replace the keyboard of all such laptops/Notebooks, without Num-lock facility, his goodwill in market cannot be revived.
All persons are therefore advised by the experts not to purchase any HP laptops/Notebooks.
what is the reason or what benefit HP got, by removing the NumLock faclity? Whereas no any extra cost incur in manufacturing keyboards with a NumLock key facility?
