YES!!!!! A Solution that worked. Spread the news. It has to do with the Intel Virtualization Tehnology. Didn't know what that was until this issue came up in Windows 10.
First, find out if this is your issue.
1. I installed the 'Intel Processor Identification Utility' directly from Intel.
2. After installation, open the program and go to the 'CPU Technologies' tab.
3. If it says 'YES' for Intel Virtualization Tehnology, proceed.
Solution...(at least on my system)
1. The next thing you have to do is go into the BIOS. If you have not done this before, proceed at your own risk.
You need to restart the computer and enter the BIOS (for me I hit F10 at the HP screen)
2. Within the BIOS, there is an 'Advanced Options' section
3. In this section there is a line for 'Intel Virtualization Tehnology' and it will say enabled or disabled. My computer said disabled.
4. If this is the case, change the option to 'ENABLED'; then SAVE and EXIT from the BIOS.
The Computer will restart and from that point on Shut Down, Sleep, etc. has worked. WOW this was a frustrating issue. Almost went back to Windos 8. I take no credit for this solution, I pieced it together from other posts on this issue. Hope this helps.

I was having the same issue. I talked with HP support they provided a simple solution - "Power Drain" and it worked for me. 🙂
Please follow the below steps:
- Do a hard shut down by pressing the power button for around 10-15 seconds.
- Remove the power cable and battery from computer (removing battery seems to be optional; I didn't remove my battery).
- Press the power button for 25-30 seconds.
Now, try switching it on again. The issue should have been fixed by now.
If it still doesn't work, contact the HP support before you run out of warranty. Good luck. 🙂

Same problem with HP Pavilion 15. Updated drivers, updated BIOS, started windows in Safe Mode and tried all of the suggestions above. Some work for a short period of time and then the problem comes back. Re-installed Windows 8.1, no good reason to deal with these problems. HP MUST resolve this issue !

Same for HP Envy 15 (HP Envy TouchSmart 15-k031ng).
None of the solutions above and none of the solutions in the WWW is working. This is really annoying.
I expect at least a statement from HP about the root cause since I don't believe that the issue was not known before releasing Windows 10.

I've an older HP laptop DV9500, and experienced similar issues after upgrading to Win 10. Here's how I resolved it:
- reset all power plans to default
- in your preferred plan (i.e. Balanced) change Advanced Power Settings:
- set "Turn off hard disk after" value to lower time period than "Sleep after" value. It must be set like this even for SSD drives
- disable "USB selective suspend" for Plugged In case, if you want to wake up the laptop by external USB mouse or keyboard. It may not work for some mouse & keyboard models, i.e. option "Allow this device to wake up PC from sleep" may be greyed out in Device Manager
- disable PCI Express "Link State Power Management" for Plugged In case
3. save the plan
For On Battery case you can do the same, or choose going to sleep & waking up by closing the lid or pressing Power button.
