Hey Steve.

I had a simular issue tring to install it. I had to do a system restore to the earliest point in time, then I was able to install it after uninstalling v.11.

What version of the MEI driver is listed for your model on the HP Support site?  If it's v9 or v10, try installing and then continuing with the steps posted.

Thanks for engaging with me on this issue and hopefully getting to a resolution.  HP's Driver/Download site drives me crazy.  I have an HP Pavillion 14-v063us Nnotebook PC.  I let HP do its auto detect on the device to develop the recommended list of drivers and downloads.  It lists for the MEI device version 11.0.0.115 Rev A dated Sep 23, 2015.  From my Device Manager list I have version 11.0.0.1146, dated Jun 6, 2015.  Great, this newer verion will resolve all my problems.  After what appears to be successfully downloading, running through the Intel setup which says it removed the old version, and installing the new MEI version I go back to the Device Manager list only to find the old version still listed.  I checked the events tab under Properties for the MEI and it lists three items under the time stamp heading.  Device configured, device not started, device installed.  Expanding the device not started item I get the following, "Device PCI\VEN_8086&DEV_9C3A&SUBSYS_227D103C&REV_04\3&11583659&1&B0 had a problem starting".  I don't know how to correct the problem of device not starting or what is causing it.  This is when I went to your suggestion of replacing the MEI with an older version.   Only I haven't been able to make that process work either.  So here I am.  Any suggestions on where to go next?

On the HP Support site, choose option 2 (view all software and driver updates for your model) instead of option 1 (let HP automatically check for updates and recommendations).

 

You don't want to install v11 of the MEI driver; that's the faulty one that causes this issue for many users.  See if they list v9 or v10 for your model, and if so, install it.  Be sure to follow the steps as closely as you can -- you should NOT need to uninstall v11 first and may have trouble installing v9 or v10 if you do.

I did use option 2 and let HP search for updates and recommendations for my computer.  I searched under both Windows 10 and 8.1.  They both only list the same version 11 Rev A  dated Sep23, 2015 for the MEI.  That is when I used your link to the Intel site to download direct from there.  I found version 9.5.24.1790 1.5M downloded it but could not get the Setup.exe file to run.  I just got the dialog box with the red X and OK button.   So now I'm stuck.  I may try the HP online techs but I'm not sure I'm ready for that level of frustration yet.

I think you may have misread my last post...  You want to use the option to view all software and driver updates for your model on your own, NOT the option to let HP automatically check for updates and recommendations.

 

If that's what you did and only v11 is listed, give this one a try.  If it won't install, try uninstalling v11, restarting your computer (which should trigger an automatic reinstall of v11), and then running it again.

I tried the solution given in the grey box upthread and got as far as downloading the MEI driver from the Intel site, but then, when I started the MEI driver install process, it errored out. What do we do now? Just buy this book and read it to our computers?

Try uninstalling v11 of the MEI driver, restarting your computer (which should lead to the MEI driver reinstalling itself automatically), and following the steps again.
