Hi,
You can change the default action as follows.
Shut down the notebook. Tap away at the esc key as you start the notebook to enter the Start-up Menu. Select the Bios option ( f10 ), then make the change shown in the document on the following link.

Hi! I use 4340S HP ProBook, and there is no option in the BIOS like "Action Keys Mode".
The BIOS is different from what is described in the link: https://support.hp.com/us-en/document/c02035108
Does it mean that in my model you cannot turn off pressing the Fn button?

I just bought an EliteBook x360 1030 G2 and according to HP support, they stopped providing the necessary BIOS option to be able to use the "real" function keys (F1-F12) without having to press Fn about a year ago.
As a professional user who paid 2k Euros for this laptop, I still can't believe they would do something like this. You can configure dozens of unnecessary things in this BIOS and while it's possible to switch Fn and Ctrl, there is no way to do what's being asked in this thread.
Please, HP, listen to loyal customers and bring back this option in a new BIOS version. Can't be that complicated, I guess?
