Hi:
If your notebook came with a recovery partition, you should be able to power on the PC, tap the F11 key at the beginning of the HP welcome screen and select a factory reset option.
If you do not have that option you will need to order a USB flash recovery drive.

How do I order a recovery USB flash drive. Im desperate my mini hp 210-1000 no longer has the windows installer and i cant download anything and cant reinstall it so i was told the best thing to do was to restore my laptop to factory settings. Please let me know who I can order this from!

Read the document that @DavidPK linked to. It has all of the information that you need to order a usb recovery flash drive for your mini.

Don't read the link. Put the cursor on it and left click it to go to the source of the link.
You can a order usb recovery flashdrive (preferred) or a recovery disk set. The cost is usually around $30.00 USD
