My laptop is hp 15 notebook but i've already tried all those steps to stop that problem but its not changing.
When i plug in when the laptop is off, it charges but when i turn it returns to the same problem of not charging.
Please help me out people.

This is a known issue with Windows 7 being run on laptops. Many different makes and models of laptops are running into this problem when running Windows Vista and 7. Not just HP's.
As far as I know there is only 1 fix that works and the problem can reoccur in time.
It seems that Microsoft either isn't aware of the problem or just doesn't have a permanent fix for it yet.
But try this, it worked for me.
- Disconnect AC
- Shutdown
- Remove battery
- Connect AC
- Startup
- Under the Batteries category, right-click all of the Microsoft ACPI Compliant Control Method Battery listings, and select Uninstall (it’s ok if you only have 1).
- Shutdown
- Disconnect AC
- Insert battery
- Connect AC
- Startup
I tried this and it did not work. Mine says it is Charging for a few seconds, then goes back to the Not Charging message. I notice also that when I try to charge the computer when it is off,the charging light comes on for a few seconds again, then goes off. Seems to be an intermittent problem.
I bought my universal charger last year, and now, right around the same time this year it is acting up again..don't know if it is the charger or the computer, but ,as one other poster on here said,I also have to leave it plugged in or it will immediately die on me.
Any help would be appreciated.

HI @luckapsara,
Thank you for your inquiry.
I grasp that your battery charges when the notebook is connected to AC power and is turned off but once you power on the notebook it stops charging. You have tested and calibrated the battery and you have uninstalled and reinstall the battery compliance driver but no change.
You are getting battery error 601.
Here is a link to HP Notebook PCs - HP Battery Alert Appears Before Windows Starts . I understand that it is a new laptop but the warranty card is missing.
With this being a recent purchase, I suggest contacting HP support. They can check the warranty for you or if you have your receipt get it updated to the correct date.

Having updated my BIOS and refreshed the MS ACPI as recommended, fruitlessly, I sat down and used HP's tools to have a hard look at the battery. It suggests it's a programming error in MS: the battery has 3 fully-charged cells and one empty one. The battery connector has four small pins and one large one, which suggests each cell is charged separately, with a common ground.
What's obviously happening is that MS have a bug: the recharging software's looking at the maximum charge, or the charge in the first cell, presuming that the remainder are wired in series with it, whereas it should be looking at the minimum.

Hi @Rahere,
Thank you for your reply.
If this just started after the bios update, I suggest restoring the bios.
Go the bios setup by pressing F10 approximately once every second on startup.
Choose setup defaults from the bottom menu ( usually F9).
Hope this helps!

No, sorry, the BiOS upgrade was an attempt to fix it which has worked in some instances, but not mine.
I'm trying to find a way to drain the other cells down so they no longer report full and there's a chance to reload the lot.
I've also ordered a new battery, to see if the problem replicates.

I finally broke down and bought both a new battery and a new charger online. I did a couple of charge/full discharge cycles as recommended by the battery distributor. My laptop is back to working once again. I had no need to mess with BIOS or OS settings in my case.
