When tried turning on it came up with operating system not found
Go to www.hp.com/go/techcenter/startup
Hit f2 and checked hard disk. Passed

I see that you are having a start up problem on your HP computer. I would like to help with this issue but I need some information.
Can you provide the model and product number of the computer? Here is a link that shows how to find that information.
Do you have recovery discs for this computer?

What error message are you getting from the computer on start up?

Product: B6U25PA#ABG
The error message on start up is:
"Boot device not found
Please install an operating system on your hard disc
Hard disc (3FO)
F2 system diagnostics
For more information please visit: www.hp.com/go/techcentre/startup
"
I don't have a boot disc, the computer doesn't have a disc port.

Thanks for the information,
Here is a link to some steps to follow to try and resolve the issue with the error message.
Follow the steps in the link and if you get to the point where you need to reinstall the operating system then you should follow these steps to try and access the recovery manager:
- Turn the computer on and immediateldy start tapping the "F11" key
- If you reach the recovery manager screen select the 'System Recovery" option
- This will start the recovery process on the computer and return it to the factory state

When I hit F11 repeatedly it briefly says "system recovery" at the bottom of black screen but then reverts back to the initial boot "device not found screen" as mentioned previously.
So far unable to recover or restore.
