gulbhajaj,
Welcome to the HP Forum.
The issue may be in the Skype Options -- if you have not already done so, open Skype and check:
Skype > Tools > Options > Video
Your own video screen should just pop up -- if it does not, make sure that it is set to "Automatically receive video and share screens with" >> People in my contact list only
===========================================================================
You can also try reinstalling Skype; Skype may have updated itself recently and just put itself into a tangle due to the manner in which it updated. If you go and get a download of the latest program file and deliberately install it, the installation procedure may clean up any "mess".
===========================================================================
If all else fails, you can try a simple Hard Reset on the notebook, although this is a bit of a leap of faith in this case since the problem is "just Skype". Nonetheless, if the issue is one of entanglement, it may help and it will not hurt. Hard Reset is NOT a windows reset, it is just a device reset. Read the instructions and be calm.
- Create a Restore Point: Create a Restore Point – Win7 OR Create a restore point Win8
If you are using a Notebook:
- Close all your programs and shut down the computer
- Disconnect everything (little Unifier for the keyboard / external mouse can stay)
- Perform the Hard Reset for your notebook model
- Boot the computer and log in
ELSE, if you are using a Desktop computer:
- Close all your programs and shut down the computer
- Disconnect USB drives, speakers, other unnecessary devices
- Unplug the computer for thirty seconds
- Connect the power (plug in)
- Reconnect devices
- Start / Boot the computer and log in
Reminder: Hard Reset is just a device Reset. The procedure does not wipe out your files nor does it destroy your Windows setup in any way. It just "clears the cobwebs". Depending on the cause of the problem, this kind of "reset" can fix a variety of computer glitches.

You might try the the following:
Consider either updating OR downgrading your version of Skype.
If you have recently updated your version of Skype and you have an older download available that you know works as you like, you might remove the newer version and downgrade to the previous version.
You can also find older versions on the Internet; select a website / Skype download based on your need and trust of the site providing the software.
The LATEST (most recent) version of Skype can be obtained from the Skype.com download Center:
At writing, the latest version: 6.18.0.105
Other than changing versions, you might also see a benefit from simply removing Skype from the system completely, that is, uninstalling it -- and then installing that same version again fresh.
---------------------------------------------------------------------------------------------------------------
The method to Upgrade, Downgrade, clean install, might include the following steps:
- Create a Restore Point: Create a Restore Point – Win7 OR Create a restore point Win8
- Download Skype of your choice or select a previously downloaded Skype package from your Downloads folder.
- Control Panel > icon view > Programs and Features > search, find, Right-Click > Uninstall Skype
- Perform the Hard Reset for your Notebook (use directions provided in previous Post)
- Install the Skype package you selected
- Open Skype - Log in, providing your login ID and password
- See if you can get the video settings to accept your webcam settings

You are welcome.
This is not the first time that backtracking has been the best option.
I am running 6.16.x without plans to upgrade anytime soon. Smiling.
