i'd like to do a clean installation of windows 10 (without all the hp stuff) but i'd like to keep the hp recovery (via F11 on boot)
what partitions can I delete safely to do a clean install but keep HP recovery?
here are my partitions:

I fail to understand why you want to keep the HP Recovery but still do a clean-install.
If the Recovery is intact, simply use it to do a Reset -- that will accomplish the same as a clean-install.
Good Luck

OK, understand you want to avoid the Bloatware -- but if Office is included (as you indicate), then unless it is a trial version, you PAID for that as part of your purchase, and since CTR licenses have to be obtained and maintained online through Microsoft, if you remove it, you MIGHT have to then go out and purchase a license on your own.
Also, while you certainly CAN installl a Retail version of Windows to avoid the bloatware, you would have to purchase a separate license for that, as the license key embedded in your PC will only work with HP OEM versions of Windows.
Also, I've generally been able to remove most of the HP apps I don't want just by going through the same motions as you would do for removing any app. And, with recent OS versions, HP installs a LOT less stuff than they did with older OS versions, like Win7.
And finally, a Retail version is NOT going to work with the HP Recovery Function, as code needed to invoke that is only included with the HP OEM version of Windows.
