Microsoft Windows 10 (64-bit)

Good evening, 

my OS windows 10 Home 64 doesn't start anymore. I tried several times to restart the system but it doesn't work. 

Previously I removed some programs and I interrupted the disinstallation. Could this be the cause? In any case now the OS doesn't start even if I try to restore the system. It tells me that no restore point exists. Furthermore I tried to enter the system with safe mode but the it was impossible. How can fix my problem without installing the OS from the beginning?

No it would not format hard drive and delete data

Thank you very much for your answer but in the meantime I fixed the issue making backup of data and using HP tool for restore the OS at factory level. It has been the quickest solution.
