After Performing a clean installation of Windows 10 on an HP 250 G4 Notebook, Device Manager continues to show a PCI Controller with a missing driver. The issue persists even after reinstalling Windows and installing all available drivers from the HP support page.

The affected device may display one of the following Hardware IDs:

PCI\VEN_8086&DEV_22DC&SUBSYS_80C5103C&REV_21
PCI\VEN_8086&DEV_22DC&SUBSYS_80C5103C
PCI\VEN_8086&DEV_22DC&CC_118000
PCI\VEN_8086&DEV_22DC&CC_1180

If you notice that USB storage devices cannot always be safely ejected because of the missing driver.

Symptoms

  • Unknown PCI Controller appears in Device Manager.
  • Reinstalling Windows does not resolve the issue.
  • Installing all recommended HP drivers does not remove the unknown device.
  • USB devices may not support Safely Remove Hardware correctly.

 Troubleshooting Steps 

Follow the steps below in order.

1: Install the Intel Serial IO Driver

  1. Download and install 
  2. Restart the notebook.
  3. Check Device Manager to see if the unknown PCI Controller has been resolved.

 

2: If the Issue Persists

If the PCI Controller is still listed:

  1. Install the latest Intel Chipset driver.
  2. Restart the computer.
  3. Verify whether the missing device has disappeared.

 

3: Install the Intel Dynamic Platform and Thermal Framework Driver

If the issue still remains:

  1. Install even if Windows reports that a newer version is already installed.
  2. Complete the installation.
  3. Restart the notebook.
