Are you speaking of in the driver or on the control panel of the printer. If the driver does not show that size it is a good possibility that you have the wrong driver installed (typically a Microsoft Class or IPP driver that do not support 11x17). Based on recent support issues I suggest that you try installing the printer using the HP Smart Universal Printer Driver.
