Reviewed and tried several suggestions posted in the past by HP authors such as Jeet_singh and KrazyToad.
In Feb/2017 Jeet_singh made a list of commands to follow such as connecting cord to a wall outlet, not a surge protector, removing the ink cartridges, performing a hard reset, etc.
In Jan/2018 KrazyToad made a list of commands to follow to do a printer reset and then a list of steps to follow cleaning rollers, etc.)
In Jan/2018 Jeet_singh made a list of commands to do a printer firmware update.
All steps made to solve this problem have failed. I noticed several people complained about not being able to downgrade the firmware from fdp1cn2022ar (which I have) to the previous version fdp1cn1910ar but were denied. I also noticed that someone was able to have a fix for these type of problems downloaded to them.

I appreciate your efforts in trying to resolve this issue by performing the necessary troubleshooting steps.
This looks like a hardware issue.
But the support here is limited to software troubleshooting. However, since the unit might need repair, I would request you to contact HP Phone support who would have an option to schedule a repair as per the warranty and the issue can be fixed.
