Just purchased HP 7006, when printing on 4x6 photo paper, it prints right at the top with a large space at the bottom. Checked all settings and shows 4x6, tried with borderless printing on and off with the same result. If this has proved to be a major problem for other users then I shall have to consider returning the printer and getting a refund. Not what I have come to expect from HP printers, very disappointed.

I don't know if the suggestions in this message will answer the question or not.
The suggestions do make a couple of assumptions, including that the printer is not in some way "stuck" on the idea that it cannot print borderless not matter what else is set, adjusted, tried.
What if?
So, what if you try everything suggested here and perhaps stuff you find elsewhere,
and
It's all rubbish...
In the case of a "stuck" printer, perhaps try the power reset / restart -
Unplug the printer while switched on
Wait a couple of minutes
Plug in printer to a standard wall outlet
Boot if necessary or let it start on its own...
The restart won't harm a healthy, network connected printer.
It does sometimes fix odd issues, including those that defy other solutions.

Check that the printer supports the Paper Size, Type, and Weight you are using.

If "just purchased" does not include having installed the full driver printer software,
please do that -- install the full driver printer software.
After the software is installed, Restart the computer and log in.
What?
Depending on the photo print software you are using, it might be best -- or even required -- to have installed the full driver to support your photo printing software. For example, Irfanview very much wants the full driver to have been installed.

It is simply good process to have the Paper Size / Type on-printer settings are in place and checked.

Load Small Paper - Starting on Page 30

Use EWS to Adjust the Paper Size / type - Page 33
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Settings > Preferences > Tray and Paper (Management)
Select / Adjust settings for Paper Size / Type
Model and EWS version Dependent: Advanced section
Click Apply to save changes

There are several apps and software that can print your image -- for those paper sizes / types that support the option, Borderless should be available (and actually effective).
