Product: HP ENVY Inspire 7255e All-in-One Printer
Operating System: Microsoft Windows 11

I have a damaged timing strip which is causing the feeder unable to pick up the paper. For the life of me, I can't find an authorized HP service center near Boston.  I need someone to replace it and install a new one for me. In-home isn't available, so I'm willing to drive.

There are likely no authorized service centers, that is the reason you cannot find one. HP does not have the resources available that would make it feasible to offer repair service on these types of products. There are no service manuals and very few parts that can be ordered. Some people have been able to repair the encoder strips, depending of course on the type of damage. You might find a local shop that does general electronic repairs might be able to assist.
