I would guess the answer to the question is "No".
You can certainly check...

Service Centers
- HP Customer Support - Service Center Locator
- If necessary, change “Current country” location to your region.
- To “get close”, click on the map – better information is provided when you use a Zip Code or City
"Authorized" Centers imply HP licensed technicians and particular operation methodology. What? There are additional costs incurred by the repair company to adhere to the licensing and operation requirements.
Authorized Service Centers are generally located in more populated regions (large cities, for example).
Offered repair and support might be limited to the high-end printers used in Offices and small businesses.
The repair center might accept less expensive inkjet printers - but it is certainly not a "given" that they will do so.
What to do?
My opinion
Check to see what you can find.
If no "authorized service" nearby,
Don't despair.
There are printer technicians in most regions of the nation.
Find a decent local repair shop in your area.
Find someone with whom you can have a conversation to decide whether your older printer is worth the expense of trying to repair it. An honest tech will give you an honest assessment based on available parts, likelihood of success, time and costs.

OK - new question...
Setup cartridges are not available as a retail purchase.
The best I can do is to forward this to our moderators for Review and possible assignment.
Request for Review
- I have submitted a request that someone review your question / concern.
Worth Noting
- Our Community is not HP Technical Support, nor are we HP Sales or HP Service.
- Our request for assistance on your behalf does not influence the outcome: Our request is not a magic back door into HP Support.
- The time frame (how long it takes) for a response is not controlled by the Community.
- If / When there is a response, a Community moderator / agent will (should) post back on this thread before using other methods to contact you.
