My officejet Pro 9120e keeps saying it is out of paper, when it isn't and won't print. I've done all the steps, cleaned the paper feeders, reset multiple times but it still thinks there is no paper in the tray. What is wrong and how do I fix it?

In general, if it is going to help, one Reset (unplug - wait - plug in and boot) - and possibly two tries, will do what can be done on the "reset" side.
What's wrong?
No idea -
One idea that is not tied to the print job configuration (job setup):
If you have not done so,
Check that the paper you want to use is actually supported by the printer.
Reference > Scroll down to Specifications - Paper Handling
Next,
Remove and reload the paper you are using.
Next,
Check Tray and Paper settings
In EWS (Embedded Web Server) > Check Paper > Trays
Next,
In EWS, Check the Print > Default Print Options
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Section Paper > Trays > click on Tray to configure
AND (in addition and as available)
Section Print > Default Print Options > Select default tray
Example - EWS - Tray and Paper - Number 1 >> "Trays"

What if?
The issue is likely a conflict in the printer EWS (which you will have checked) and the job setup in your app or software.
If all else continues to fail, it's possible it will work better to Restore the printer to Factory Defaults.
Restore to Factory Defaults is extreme
The option wipes out everything previously set on the printer.
That means you must start fresh and redo all the setups including all network, print, and Fax settings.
I am not advocating you restore your printer to Factory Defaults --
This is simply a reminder that the option exits should you get to the point where doing so seems like a logical "next step".
