The paper feeds in crookedly, and then I get an out of paper error or a paper jam error.
I have tried all the suggestions for resolving but with no success.

I understand you are not able to print. Let us try these steps:
Make sure the paper is fed correctly. Refer to - Loading Paper and Envelopes
Check if you are using compatible paper. Use regular paper to print.
You may check the supported paper types and paper size on - Printer Specifications for HP OfficeJet 3830, DeskJet 3830, 5730 All-in-One Printers
Perform the steps mentioned in this document - An 'Out of Paper' error displays, printer does not pick paper
To resolve a paper jam - Paper Jam Error
