I have two packages of 8 1/2 x 11 card stock, blue and white. Printing and feeding is fine on the blue. But the white Georgia-Pacific Premium Card Stock paper will not feed.. This card stock is in spec, according to the manual -- 110 lb weight (199 g/m). This is right at the limit according to 8700 specs. What could be the issue -- or the fix?

Welcome to the HP English Community --
No idea -- I've have sooner expected the Blue card stock to fail due to the color (printer might not properly sense other than white or cream colored paper).
Perhaps (re)check that the paper size and type match on both the printer Tray and Paper Settings (on the printer or using the Embedded Web Server (EWS)) and in the job configuration (print dialog in job setup).
Assuming Tray and Paper and the Job setup are correct, perhaps Restart both printer and computer.
EWS – Tray and Paper Management
Original EWS
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Settings > Preferences > Tray and Paper (Management)
Select / Adjust settings for Paper Size / Type
Model and EWS version Dependent: Advanced section
Click Apply to save changes
Hint: Select paper type as "best available" - perhaps Brochure (typically 180 gsm) or Thick

Example - Adobe Reader - PDF file - Main Menu - Properties
Tab Paper / Quality > Paper Type
